Accessibility

This site is built to the Web Content Accessibility Guidelines (WCAG) 2.1, Level A and Level AA, and it is scanned with axe-core before it ships and every month afterwards.

How this site is built

Accessibility is part of how this site was built, not an overlay bolted on afterwards. An accessibility widget or badge does not make a page usable with a screen reader; a correctly built page does.

  • Semantic markup, with real headings and page landmarks on every page.
  • Operable from the keyboard throughout, with a visible focus indicator.
  • Color contrast measured against the 4.5:1 and 3:1 thresholds, not judged by eye.
  • Text alternatives on meaningful photographs; decorative images hidden from assistive technology.
  • Audited with axe-core against WCAG 2.1 Level A and AA every month, at a desktop width and a phone width.

Documents

Some city documents may be posted as scanned PDFs that are not fully readable by assistive technology. If you need a document in another format — large print, plain text, or read to you over the phone — call City Hall and we will provide it.

Our standard

We build and maintain this site against the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA. We do not claim the site meets every WCAG criterion — automated testing cannot establish that on its own. What we can show you is what was actually measured, and every passing measurement we hold is published below.

What the monthly scan checks

  • Color contrast, text size and spacing — on every page in the scan, at a desktop and a phone screen width.
  • That every image carries alternative text. Whether that text describes the image well is a judgement no automated check can make.
  • Form controls, links, headings and page landmarks, against the automated rules listed on each scan report.

What the scan does not cover. It is an automated measurement taken at one point in time. Some checks cannot be decided automatically at all; each report says how many of those it found. We have not published a keyboard-only or screen-reader test of this site. An automated pass is not a substitute for a review by a person.

Scan history

This site is re-scanned every month against the WCAG 2.1 Level A & AA rule set using axe-core, an open-source accessibility engine. Every scan that came back a complete pass — no violations, and every page in scope actually measured — is published here, newest first; each one opens a report listing the pages it covered.

A scan that finds something is not published on this page — it is held for our team to review. So this list is the record of this site’s passing scans, not of every scan we have run.
